Perth International College of English (PICE) has shut down its operations due to the impact of increased student visa fees and high visa refusal rates. This closure comes after over 25 years of service as a prominent institution in the ELICOS sector. The Tuition Protection Service (TPS) confirmed the liquidation of PICE on June 16, emphasizing its commitment to assisting affected international students.
English Australia’s CEO, Ian Aird, reflected on the challenges faced by ELICOS providers like PICE and the circumstances leading to its closure. Aird highlighted the financial strain caused by the rise in student visa fees to $1,600, coupled with soaring visa application rejection rates and processing delays, which impeded PICE’s ability to attract sufficient enrollments for financial viability.
PICE, established in 2002 in Perth, Australia, was renowned for its quality education delivery. The director, John Paxton, and his dedicated team of ELICOS professionals had served a diverse student body from around the world. Paxton, a board member of English Australia for over 12 years, played a pivotal role in the ELICOS sector in Western Australia.
English Australia expressed deep sadness over the closure of PICE, acknowledging the integral role that Paxton and his team played in the community for two decades. The organization is collaborating with Paxton, the TPS, and impacted students to provide support during this transition, including hosting a student information session at the PICE campus.
The shutdown of PICE follows similar closures in the ELICOS sector, such as IH Sydney and The Language Academy, attributing rising visa costs as a significant factor in their decisions. Stakeholders have voiced concerns over the detrimental impact of the 2024 visa fee increase on English language enrollments, with the sector experiencing a substantial decline in student numbers.
Kim Martin, a journalist specializing in international education, emphasized the global implications of policy changes, immigration challenges, and recruitment dynamics in the industry. Her work underscores the importance of cross-cultural exchange and highlights the evolving landscape of education systems worldwide.
As ELICOS providers navigate financial pressures and regulatory changes, the closure of institutions like PICE underscores the need for ongoing collaboration and support within the education community. The repercussions of visa fee hikes and visa application complexities continue to shape the experiences of international students and educational institutions worldwide.
